How can I adjust where a scene begins?

I have a scene already set up. I need to insert a (location) line ahead of the first line in the scene, but still be in the scene. Yet every time I do that, it insists on putting the new line outside of the scene. Can’t I just grab the scene icon and reposition it to the start of the scene (above the new location line) ???

Click on the scene icon to position the text cursor. There is an invisible scene marker there and unfortunately the text cursor is positioned left of the marker. To insert a line ahead of the first line, use the right arrow key to move the text cursor behind the invisible scene marker and then insert your line.

I wish it were possible to simply grab the Scene icon and move it up or down to where it needs to be repositioned.
