Smart quotes will not leave

I have turned off smart quotes, sticking to ASCII straight quotes.
However, when I do a spell check of my document, I keep getting suggestions to change to a smart quote. I do not have the option to say it is correct everywhere (button greyed out). Is there a way to disable smart quotes and not have it show up in the spell check dialog?

Unfortunately, looks like there is a miscommunication from the Smart Quotes preferences to the Spelling and Grammar check.

At the moment, this part of the Spellcheck cannot be disabled.
